According to the official news of "Shenzhen Release", recently, the "Shenzhen Municipal Bureau of Industry and Information Technology to Build an Artificial Intelligence Pioneer City Project Support Plan Operating Regulations" was issued, which will come into force on March 18, 2025 and will be valid until June 30, 2027.
The "Regulations" focus on computing power support, basic data, artificial intelligence software, artificial intelligence products, artificial intelligence services and other fields, support 10 projects such as "model coupons", artificial intelligence industry application demonstration benchmarking, national "unveiling the leader" supporting support, and domestic artificial intelligence ecological source innovation center, and adopt post-event rewards and subsidies to improve policy efficiency and the level of management and use of special funds, and promote the high-quality development of Shenzhen's artificial intelligence industry cluster.
IT Home learned from the "Regulations" that the "model voucher" project refers to supporting enterprises to rely on the generative artificial intelligence model filed by the Cyberspace Administration of China to carry out model services, intelligent twins development and application, etc., and to subsidize the model purchase cost if it reaches a certain scale and has good results. The "model voucher" shall be applied for and redeemed by the demand-side, and the subsidy standard shall be that the annual amount of "model vouchers" applied by a single enterprise shall not exceed 1 million yuan in principle, and the maximum shall not exceed 2 million yuan. If the demand direction model service organization purchases model services, the "model coupon" shall be used to offset no more than 30% of the model purchase fee.
The "Regulations" will subsidize the demonstration and benchmarking projects of artificial intelligence industry applications with promotion value and leading role, and the eligible projects will be funded according to 30% of the actual investment of the approved project construction entity, of which the demonstration application project will be up to 2 million yuan, and the benchmarking application project with a leading role will be up to 10 million yuan.
The "Regulations" also provide supporting support for enterprises, universities, scientific research institutes and other units to undertake the "unveiling the leader" project in the field of artificial intelligence organized by national ministries and commissions. Among them, projects supported by national funds will be supported by a maximum of 10 million yuan on a 1:1 basis, and the total government funding shall not exceed 50% of the total investment of the project. Projects that are not supported by the state will be funded up to 10 million yuan.
For eligible domestic artificial intelligence ecological source innovation center projects, the "Regulations" will provide no more than 30% of the expenses borne by enterprises in the implementation of model application migration and adaptation services, and a maximum of 1.5 million yuan for a single enterprise. The funding will be allocated to the Innovation Centre, and the total amount of funding received by a single Innovation Centre shall not exceed $30 million per year.
The "Regulations" also set up an artificial intelligence product application reward project to support the research and development and promotion of embodied intelligent robots, and reward annual popular products with sales of a certain scale. The subsidy standard is 5% of the actual annual sales amount of the approved declared products, and a single enterprise will be rewarded with a maximum of 3 million yuan. AI computers, AI mobile phones, smart wearable devices, etc., will be identified and funded in accordance with the special support plan for the smart terminal industry of the Shenzhen Municipal Bureau of Industry and Information Technology.
